Foreign Minister Kasit Piromya dismissed yesterday Cambodia's compensation demand for damage to a market in front of Preah Vihear temple in a border skirmish in April."We have to understand it was a military clash and there are rules of engagement for the fighting. We have already made clear the buildings are in Thai territory," Kasit said.
Phnom Penh demanded compensation of more than $2 million (Bt65million) for damage to a total of 246 stands within the market which were completely destroyed, "causing hardship and misery to 319 Cambodian families."
In a diplomatic note to Bangkok on Monday, Cambodia demanded the Thai government take full responsibility for this damage by Thai soldiers and to appropriately compensate for the losses.
Kasit said security agencies were collecting information over the incident in the vicinity of the Hindu temple on April 3 in which three Thai soldiers were killed and many other people injured.
However, Thailand would not make a counter demand to Phnom Penh and would not reply to the Cambodian diplomatic note, he said.

Red stars with arrows are spots where clashes took place on 3rd April, 2009.The Preah Vihear, as ruled by the International Court of Justice (ICJ) in 1962, belongs to Cambodia but its surroundings are claimed by both sides and have not yet been demarcated.
The border dispute with Cambodia began last year as Thailand opposed Phnom Penh's proposal to list the Hindu temple as a world heritage site due to fear of sovereignty loss.
The dispute sparked military clashes last October and again in April this year
Unesco approved Cambodia's bid for the Khmer sanctuary in July last year and has begun to survey the areas for a buffer zone.
Kasit warned the UN about doing the job with transparency and with respect for Thai sovereignty over the territory.
"We are collecting information about Unesco and the World Heritage Committee's work to see if they are conducted properly," he said.

The Long Beach Public Library Foundation is pleased to present Ambassador Siv on Tuesday, May 19, to tell his amazing and inspiring story from his best-selling book, Golden Bones: An Extraordinary Journey from Hell in Cambodia to a New Life in America. This will be the Ambassador's first appearance in Southern California.
While war raged throughout Southeast Asia in the late 1960s and early 1970s, Ambassador Siv was a young intellectual and graduate student in Cambodia. He was part of the target demographic that dictator Pol Pot and the Khmer Rouge sought to eradicate, resulting in the infamous "killing fields" or rice paddies dotted with millions of skulls.
Siv was captured and placed in a slave labor camp, but made a daring escape though the jungle to Thailand. After months in a refuge camp, he entered the United States. Once here, through diligence and hard work, he rose to the heights of the U.S. government.

The non-profit Long Beach Public Library Foundation supplements and supports the Long Beach Public Library. The Foundation's programs include Family Learning Centers at each of the city's 12 libraries, as well as the Raising A Reader program, which has graduated more than 5,700 parents and pre-schoolers from its reading readiness course. Among the Foundation's most prominent programs is the annual Long Beach Reads One Book, when the entire city spends a week celebrating a selected book and its author. Funds from Ambassador Siv's appearance will support these programs.

May 13, 2009The Post Chronicle (New Jersey, USA)A man who won a court-ordered release from sex offender treatment in California has been charged in Cambodia with molesting boys.
Jack Louis Sporich, 74, is in custody in Siem Reap, a tourist destination near Angkor Wat, Action Pour Les Enfants-Cambodia told the Sacramento Bee. Seila Samleang, the organization's executive director, says he allegedly enticed four boys to his house.
Samleang told the Bee in a e-mail Sporich could get as many as three years in prison if he is found guilty.
Sporich spent nine years in prison in California for molesting children. On his release, he was committed to Atascadero State Hospital for treatment as a sexual predator.
In 2004, Sporich was released from Atascadero, where he had refused treatment, and moved to Arizona. His sister, June Caine, told the Bee he married a Cambodian waitress after giving her a $100 tip and built a house there.
"I don't want him out anymore," Caine said. "I think he's sick, and he's never going to get well. I don't want this to go on."
